House Judiciary Committee Chairman Rep. Bob Goodlatte, R-Virginia, and House Oversight Committee Chairman Trey Gowdy, R-South Carolina, announced on Tuesday they are opening an investigation into how the Justice Department handled its investigation into former Secretary of State Hillary Clinton's use of a private email server while at the State Department.

The DOJ Office of Inspector General is already probing the role of the DOJ and FBI in the investigation that led to no action in former FBI Director James Comey's famous July 2016 statement. This latest probe announcement comes after top Republicans said Comey drafted a letter exonerating Clinton before completing key interviews.

"Our justice system is represented by a blind-folded woman holding a set of scales," the two chairmen said in a statement. "Those scales do not tip to the right or the left; they do not recognize wealth, power, or social status. The impartiality of our justice system is the bedrock of our republic and our fellow citizens must have confidence in its objectivity, independence, and evenhandedness. The law is the most equalizing force in this country. No entity or individual is exempt from oversight."

WASHINGTON Former FBI director James Comey began drafting statements related to the Hillary Clinton email server investigation about two months before his announcement recommending no criminal charges, according to documents released Monday by the FBI.

The documents are almost entirely redacted, except for a thread of three May 2016 email exchanges among Comey and top deputies, including Deputy Director Andrew McCabe and then-chief of staff James Rybicki.

The body of two of the three emails are completely redacted. A third, dated May 16, contains a single sentence from Rybicki, asking seven top officials to "send me any comments on this statement so we may roll into a master doc for discussion with the director at a future date."

A secret document that officials say played a key role in then-FBI Director James B. Comeys handling of the Hillary Clinton email investigation has long been viewed within the FBI as unreliable and possibly a fake, according to people familiar with its contents.

In the midst of the 2016 presidential primary season, the FBI received what was described as a Russian intelligence document claiming a tacit understanding between the Clinton campaign and the Justice Department over the inquiry into whether she intentionally revealed classified information through her use of a private email server.

The Russian document cited a supposed email describing how then-Attorney General Loretta E. Lynch had privately assured someone in the Clinton campaign that the email investigation would not push too deeply into the matter. If true, the revelation of such an understanding would have undermined the integrity of the FBIs investigation.
