The game throws such an absurd amount of money at you that the debt system was never an issue for me at all. I always had more than enough to unlock the next plot sequence almost immediately.

By contrast, I was dirt poor to the point of being unable to fully equip my party with new stuff for the majority of Xillia 1. In fairness it's probably because I advanced the shops way beyond what was balanced at the time, but that still comes across as bad design to me seeing as I wasn't actively trying to do it.

That's not bad design at all. That's you making the mistake of improperly allocating your funds towards things you didn't need above what you actually did.

To clarify, I had more than I needed. The gear I was using was tens of hours ahead of what it probably should have been at all times. But because everything I was using so so advanced/pricey, getting it at a natural pace pretty much didn't happen. It's not a matter of prioritization, it's more like my progress outstripped what the game was designed for when I wasn't even trying to do it.

Basically, I'm saying the income the game gives you has no way of scaling with the speed you can upgrade the shops, even if you're not trying to do it quickly. X2 fixed this by just having equipment unlock by town/plot progress like most traditional RPGs and it resulted in a much more reasonable power/price curve.

I should say that they, except for a few unique ones, are all about killing X amount of Y monster or collect B amount of C item.
