I feel like I'm forgetting one, but these are my favorites.

First off, Monsters >>>>> Tales from the Darkside. Almost every problem in Darkside was fixed in Monsters.

Otherwise, it's really two different questions and it can vary depending on whether you count the reboots. The Twilight Zone was one of the best shows ever made, but a lot of it wasn't really horror or suspense (and then the quality varied, with the 1-hour episodes mostly sucking; that's not counting the two reboots, the 80s which was pretty good and the 00s which wasn't).

The original run of the Outer Limits was a little dull, but the 90s reboot -- which included an adaptation of GRRM's "Sand Kings" -- was incredible and the show had more of a horror feel.

TftC is the most recognizable strictly-horror anthology but, honestly, the quality could be spotty since many of the episodes relied heavily on a twist and you could see a lot of the twists coming from a mile away. While TZ was also big on twists, it was less predictable.

AYAotD was broadly better than Goosebumps but, being geared towards children and wasting some of the run-time on the Midnight Society, it doesn't stand up as well.

In general, I think I might say Twilight Zone > Monsters > Outer Limits (90s) > Tales from the Crypt > AYAotD > Darkside

Other horror anthologies include:
-Masters of Horror (and its successor Fear Itself)
-Night Gallery
-Night Visions (which had a few great episodes despite being short-lived)
-One Step Beyond
-Beyond Belief: Fact or Fiction (not strictly horror/thriller)
-The Hunger (kinda awful)

Best-horror-themed Twilight Zone episodes may have been:

1) Mirror Image - Man at a bus stop encounters a woman who claims to have seen her doppleganger, which is the start of weird happenings

2) Perchance to Dream - Man explains how he fears he'll die the next time he goes to sleep, explaining a recurring dream with a cat-girl

3) Twenty Two - A variation on the "room for one more" story. Despite having been often-used, it's a great telling

"The Hitch-Hiker", "To Serve Man", and a few others also stand out.

While TZ's "Will the Real Martian Please Stand Up?" was half-played for laughs, the premise was delightfully eerie.
