About 10% of the budget is spent on safety net programs, unless you are including healthcare (e.g. Medicare and Medicaid) and/or Social Security under "welfare".

The entire developed world was rebuilding from WW2. We could afford to have the kinds of tax rates and regulations we had because there was no competition overseas. Once it returned (see: the rise of German and Japanese manufacturing in the 1970s), our economy became a nightmare, especially in conjunction with the oil embargo.

btw this is analogous to my first post ITT saying that the 91% rate imposed back then isn't what's actually being paid, because the definition of "income" wasn't nearly as broad as it is today.
