Countries like China and Russia (the other 'usual suspects' in human rights abuses) won't let the rest of the security council sanction stuff that will actually hit North Korea hard. So sanctions will work, but because of countries like China and Russia they can't sanction the stuff that matters.

but he just said he going to blow up an H bomb in the pacific

A military solution is off the table. The North has all the cards in that scenario because they can kill millions in Seoul at the drop of a hat, and that's assuming they can't actually get a nuke fired sucessfully. You either sanction them into oblivion or give them enough aid to make war pointless for them.
