If he was impeding the medics from helping the guy, arrest him. Otherwise, what's the big deal? I wouldn't run into a burning building or intervene in a standoff because it is not my job and I'd be more of a liability than help.

manga/anime about how everyone is secretly a taboo/death voyeur and loves to draw attention to things not out of concern but because they enjoy the death and misery.

plot is people who die participate in a "game vs death" type thing to get their lives back, and winning means you go back for one day, but you get points and if you have enough points you can buy your way back to life permanently.

later on it's revealed that people who get enough points to buy their way out actually just keep playing for other rewards because they accepted their gore-voyeur nature while everyone who was intent on buying out ASAP generally gets killed before they can get enough points because they deny their nature.

And you don't know if he caused the crash. He probably wouldn't stay around if he did, which means he most likely didn't cause it

What exactly did this guy do wrong? Fail to call for an ambulance? The story reads like it was already on its way. Fail to provide medical assistance? If you don't know what you're doing, it's probably better not to intervene. Get in the way of the medics? That's what they claim, and certainly that can be an issue as the article discusses, but this guy was on a bicycle. If he slowed or stopped his car you could make a case that he may have been in the way, but it was just a bike. Hard to imagine he had any impact except apparently mild annoyance to the medics.

Many of those with money - lots of it, don't consider poor people to be of any worth. They simply exist to serve, nothing more.

if nothing else, his crime is that he robbed dignity from the victim in their final moments. nobody wants to have some stranger gawk at them and video tape their death. if he had helped the man and held his hand and talked to him until he died...he'd be a hero. but he did the opposite. he just stood there and watched. that's evil.
