If the constant PSAs in the 90s are any indicator, America. So many times they would be like, "Don't get into a car with a stranger."

It's true that you shouldn't get into a car with a stranger... lol it's so terrifying how different places have different levels of security. Only 15-20 years ago when we'd be walking down the street in summer and a stranger would offer us a ride to get out of the sun and heat, we'd get in and think nothing of it as he dropped us off at a friend's house or place in question that we were heading for. Simply the thought of kidnappers and danger and any of that stuff that pervades the western world didn't even enter our minds.

But now... now we'd definitely be wary, with all the increase in crime reports and stuff. I wonder if there's truth to the saying the world's becoming more dangerous.

It's not exclusively a white people thing.
Parental negligence is apparent to some degree in all racial demographics.

There's sites practically dedicated to showing how ridiculous and careless a diverse population can be and it's not noticeably restricted to certain racial groups. People leaving their newborns alone on counter tops while grabbing coffee or beer is a thing. And not just white people do it often...

I'm all for children on leashes. Those fuckers will run off when you turn your back and have a higher chance of causing trouble than a dog would. Although, I would also put the dog on a leash too.

I've seen videos of how a parent will be distracted with something for a few seconds and by then their toddler will have rushed off several feet away, sometimes in the direction of danger. I don't blame anyone for having a leash on their toddler. A person is not as easily replaced as a dog.

This happened in Australia a few years ago. A lady was walking her baby in the pram and stopped to respond to a text message and let go of the pram. While she was distracted, it rolled into a lake... and unfortunately by the time she even realised... her baby had drowned. :(

Hmm I don't think negligence is the right word here. Maybe laziness? A bit of carelessness too. It's the phenomenon of caring more for an unclean animal over your own flesh and blood, that particularly separates them from us. Like having a toddler walk on a leash while putting a dog in the stroller instead.

There's plenty of reasonable explanations.

Perhaps the dog was older and had been walking a long time, or it was hot outside and they wanted to reprieve the dog's paws. Perhaps the parent wanted to get their child some small amount of exercise.

As to the original picture, I wouldn't trust a toddler for shit in the city. Turn your head for a split second and that child has done run off head first into traffic. Kids are dumb as fuck, dogs are too but I'd sooner rather have the dog get hit than the kid.

I remember in the original Harriet the Spy movie, a parent was walking a kid on a leash.

And in In The Year of the Boar and Jackie Robinson, the little Chinese immigrant girl walked a bird on a leash.

Statistically, no. In almost any part of the world, terrible things happening to kids was more common than it is now. It's just that, like you said earlier, it's more reported than before.
