I'm guessing the caulk around the base might be worn away from the looks of it..? My reason for ruling out the tank being, my mom visited last week and she thought the tank was leaking and blamed the bidet (Which was removed to test it), but it's not even wet underneath the tank.
With that ruled out, I'm not exactly a handyman around the house.. So, how much of a pain in the ass will this all be/cost? I don't know the details. my dad says there's a thing called a "wax ring" which is what makes the seal to the floor. overtime the seal can fail. only costs like a few bucks to replace.

turn of water to toilet

I mean ueah, I could figure it out, and probably could do it. I I didn't know what a wax ring was, but I could research it. And yeah, I know that I'd have to turn the water off to the toilet.
