Three men with ties to the openly Neo-Nazi organisation Nordiska Motståndsrörelsen (the Nordic Resistance Movement) were convicted for detonating bombs in Sweden. One staff member at an asylum camp was seriously injured. The men want to be set free while the prosecutor is arguing for tougher sentences than the original court decided. They have not been charged with terrorism though...

Apparently, it's literally terrorism but not legally terrorism. What's the definition of terrorism in swedish law?

A quick translation and summary of our law regarding terrorism:

Terrorism is a deed which severely damage a state or an organisation belonging to the State (including local governments) and the deed is done with the intent to

1. Instill fear in the population or a specific part of the population.
2. Force State agencies or similar to make a specific decision or refrain from making the decision.
3. Destabilize or destroy basic political, constitutional, economical or social structures in a state etc.

So, basically that prosecutor wants an easy conviction and he's afraid the case will be harder for him if he has to prove the intent requirements for terrorism

Hmm.

I suppose it's kind of like some prosecutors bring 2nd degree murder charges when the murder was obviously premeditated

I suppose it's kind of like some prosecutors bring 2nd degree murder charges when the murder was obviously premeditated

That is not impossible. Rather get them easily convicted for several crimes like attempted murder and destruction of property than risk losing with a terrorism charge.
