The whole fight made it feel like Obi-wan was holding back a bit. It was at the end where he had the advantage where he felt obligated to win the battle there or it'll be a continued stalemate

Indeed. I think he felt he could still save him, even up to the end. And he didn't want to kill his young friend.

Eh, how do you figure? Vader is the one who found Luke first, and Sheev didn't know about them. Probably would've just taken another apprentice

Nah. Obi Wan gains attack and speed when his target is on different elevation than him.
