My fiance plays games(mostly FIFA, SSX, and GTA 5), but whenever she sees me play Tales of Xilia or Dragon Age Origins, she says: "How can you play that? They talk so much, looks so boring."

So I kind of want to get her into RPGs, but I need something that'll have enough action for her.

Dues Ex: Human Revolution

An RPG with the choice between shooter, stealth, and hacking. Or an action game with a good story, atmosphere, and dialog.

Not an RPG precisely but any Koei Warriors titles?

Eventually going from co-op Warriors to co-op Tales of makes somewhat sense to me.

I'm trying to get her into RPGs, not get her to avoid it like the plague.

Isn't that an FPS? I don't think she can do FPSs

I don't think the combat would be fun enough for her. Most people that like Skyrim don't like it for the combat.

Besides the tutorials, the Kingdom Hearts games aren't too bad.
You get a few cutscenes every now and then but you aren't required to read through mountains of text. You can also skip the cutscenes.

Skyrim is a good choice.
Add Fallout 3 and New Vegas too. You don't even have to worry about the story, just go shoot whoever you want.

The Borderlands series is good too!

Depending on how liberal you want to get with your definition of RPG, Odin Sphere Leifthrasir is a good one. Plays more like a beat-em-up with RPG elements, but the story is good and relatively non-intrusive and the combat is sublime.

Kill 100 men: You are a hero. Kill 10,000 men, you are a conqueror!

Not quite RPG, but maybe 3D Dot Game Heroes

The Borderlands series could be a good choice since it even supports local co-op

South Park: The Stick of Truth was an RPG that my youngest brother started with, should be simple for a beginner
