Go to Steam > Settings to ensure the Don't save account credentials on this computer option is **not* selected. From the main Steam window, go to the Steam menu and select Go Offline. Click Restart in Offline Mode to restart Steam in Offline Mode


You could also try clicking cancel instead of Retry and it might continue.

If you hit retry and there's no internet, it breaks. Or if the internet is going in and out because your ISP is as useful as a bag of snow in Antarctica.

From my experience you have to be logged in for Offline Mode to start so you need to find a way to log in and from there you can choose Offline Mode from the menu and as long as you don't log off you should get the option if you start Steam without internet. I don't see a reason to log off anyway unless you're switching devices (assuming that even affects it).

Are you temporarily somewhere without internet or do you just not have internet? If you just don't have it then how did you download Steam and the game(s)? If it's temporary then you'll just have to wait until you can access it again unless there's an open wifi connection around that will let you log in really quickly so you can enable offline.

It's counterintuitive, but that's how it goes. I checked Valve's suggestions and there are certain steps you can follow to avoid a situation like this.

Your account credentials need to have been saved within the computer while you still had Internet.

E.g., save password when logging in.

Once they're saved, if you open the Steam application while offline, it will give you the option to connect to Steam in offline mode.

The issue is because you need to log in to play games, you have to get your steam credentials authenticated. If your steam account can't be authenticated, then the client won't be able to tell what games you're allowed to play. For obvious reasons, you cannot authenticate your steam login locally without the internet.

Once you authenticate the steam client with Valve's servers, you can turn it offline and it'll save your credentials for over a month.

Aditionally, if you just don't log out / shut down the computer after turning Steam into offline mode, you can basically just keep it active forever.

If you haven't activated it is as your primary PS4 and you don't have an active internet connection you will lose access to all digital games and all retail games that have any DLC installed (even free DLC).

It wouldn't even let me activate my PS4 as my primary system when I moved house for some reason even though I only changed the hard drive once.

Not really, with PS4 as long as it's set as your primary PS4, which it should be unless you have your account on multiple and you change it around, it automatically caches your licenses and afaik there's not even a 1 month limit or anything, it's forever. Ntm that physical games are still big on consoles so there's that as well.
I'm not sure about Xbox because I don't have one but having a PC set as your primary PC in Steam doesn't automatically do anything. You have to go out of your way to do it, which is fine if you have a laptop or something you'll be taking out with no wifi for the day, weekend, etc. But doesn't help if your internet just up and takes a shit one day and is out for hours. You'd have to permanently keep it in offline mode just in case your internet goes out or something, which is a pain in the ass, and even then it only lasts 1 month.

Consoles have it better in this regard.

Steam isn't that complicated, just be logged in and don't enable the option that disables offline mode, that's it. It doesn't matter if your internet goes out, as long as you never logged out then it'll ask to boot in offline mode or try again to go online.
