The new RAISE Act would:

Keep immigration preferences for the spouses and minor children of U.S. residents, encouraging the unification of nuclear families
Eliminate preferences for extended family and grown adult family members of U.S. residents
Create a renewable temporary visa for parents of U.S. citizens for care taking purposes
Eliminate the outdated visa lottery
Limit refugees offered permanent residency to 50,000 per year, in line with a 13-year average
Replace the current permanent employment-visa framework with a skills-based points system, akin to the systems used by Canada and Australia

RONALD REAGAN
Remarks on the Lighting of the Torch of the Statue of Liberty
July 3, 1986

While we applaud those immigrants who stand out, whose contributions are easily discerned, we know that America's heroes are also those whose names are remembered by only a few. Many of them passed through this harbor, went by this lady, looked up at her torch, which we light tonight in their honor.

They were the men and women who labored all their lives so that their children would be well fed, clothed, and educated, the families that went through great hardship yet kept their honor, their dignity, and their faith in God. They passed on to their children those values, values that define civilization and are the prerequisites of human progress. They worked in our factories, on ships and railroads, in stores, and on road construction crews. They were teachers, lumberjacks, seamstresses, and journalists. They came from every land.

What was it that tied these profoundly different people together? What was it that made them not a gathering of individuals, but a nation? That bond that held them together, as it holds us together tonight, that bond that has stood every test and travail, is found deep in our national consciousness: an abiding love of liberty. For love of liberty, our forebears—colonists, few in number and with little to defend themselves—fought a war for independence with what was then the world's most powerful empire. For love of liberty, those who came before us tamed a vast wilderness and braved hardships which, at times, were beyond the limits of human endurance. For love of liberty, a bloody and heart-wrenching civil war was fought. And for love of liberty, Americans championed and still champion, even in times of peril, the cause of human freedom in far-off lands.

We are the keepers of the flame of liberty. We hold it high tonight for the world to see, a beacon of hope, a light unto the nations. And so with joy and celebration and with a prayer that this lamp shall never be extinguished, I ask that you all join me in this symbolic act of faith, this lighting of Miss Liberty's torch.

Honestly who cares? Why do people act like the US should have open borders? It's not like people can come and go when they please. And also every other country has immigration restrictions.

Only fucking idiots act like it's some huge racist/xenophobic campaign to limit immigration at all.

The saddest and most hypocritical thing about the Donald Trump era is how, instead of preserving our heritage, we are throwing it away. See here, how America's commitment to immigration is thrown away as merely "the text of a 150 year old French statue" -- That is our heritage! Welcoming immigrants is our heritage as Americans! It's what makes our country special, what gives us pride in who we are. America's heritage is immigrants, its future will and must be immigrants, and its greatest legacy and soft power is as a beacon of hope to the oppressed people of the world yearning for freedom. We mustn't trade that away for anything. And that's not saying anything about the enormous economic advantage we enjoy as a result of immigration, the competitiveness it gives us in the world economy. This bill goes against everything our country stands for, and it will leave us worse off to boot.

There's literally nothing bad about this legislation. It's actually an improvement.

That's not really true. This country has always been xenophobic and it's not the first time we stopped or limited immigration like the Chinese Exclusion Act and the Immigration Act of 1924 where the government stopped all immigration from Asia and Africa and put very heavy restrictions on immigration from Southern and Eastern Europe.

You can implement a point based system without reducing the total number of immigrants, but thanks for showing your hand there.

I'm not a sjw liberal, either. I think ethnic enclaves are often amazing for local economies (Mexican areas of Detroit were the only ones thriving for decades). You can be productive without speaking English, thanks to the same market processes that let me buy shit from Japan without speaking Japanese.

The problem we have with our labor force is it's lack of relevant skills not too much competition from low skill immigrants

1. The US is not an immigration outlier. Our immigration is comparable to other countries, whether it's the average annual inflow of immigrants as a percent of population or the stock of immigrants as a percent of the population.

Source: https://www.forbes.com/forbes/welcome/?toURL=https://www.forbes.com/sites/modeledbehavior/2012/11/18/is-the-u-s-the-most-immigrant-friendly-country-in-the-world

2. There's nothing to show immigration has anything other than a small, inconsistent effect on native-born workers, with no evidence to show a large detrimental impact on less-educated workers.

Source: http://voxeu.org/article/refugees-have-little-effect-native-worker-wages

3. Economists strongly agree the average US citizen would be better off if a larger number of highly educated foreign workers were legally allowed to immigrate to the US each year.

Source: http://www.igmchicago.org/surveys/high-skilled-immigrants

4. A demographic-driven slowdown in US labor force growth means real GDP growth is likely to be slower in the future than in the past.

Source: http://www.aei.org/publication/why-slowing-us-labor-force-growth-is-bad-for-us-economic-growth/

5. Fifth, slower labor force growth means we need faster productivity. And “evidence also shows that immigrant scientists and entrepreneurs play a disproportionate role in driving the technological advances that power productivity growth in the United States.”

Source: https://piie.com/system/files/documents/pb17-26.pdf

That said, isn’t this bill off point? How about a bill to sharply boost overall immigration with an emphasis on attracting many, many more immigrant scientists and entrepreneurs?

WTF?

Your point #2 says "There's nothing to show immigration has anything other than a small, inconsistent effect on native-born workers, with no evidence to show a large detrimental impact on less-educated workers."

So why do economists then conclude in points 3, 4, and 5, that immigrants are better for the economy?

Also Trump's bill bases immigration on things vital to the workforce like English ability and high skilled people so again, how is this bill bad?

You guys are hilarious

Here is the thing:

If Trump got rid of all illegals, it still wouldn't fix the economy. Not even close.

Strategic deportation is what we need.

Deporting too many illegals has its negative consequences and not deporting enough also has its negative consequences. The argument that we should be having is determining where that sweet spot is because there's a point of diminishing returns.

Deporting immigrants that are criminals and are burden to society is smart because they need to go.
Deporting immigrants who contribute to the economy is foolish because its a lose-lose scenario.

We want to get sick of winning, remember?

Also, Obama did not ignore the immigration issue. His rate of deportations was considerably higher than Bush. The way he differed from Trump was he focused on illegals who had actually committed crimes in the U.S. after immigrating -- a smart policy in terms of both crime and immigration. Trump is just playing to his base who has nothing to feel good about except having been born in America.

https://fivethirtyeight.com/features/trumps-plan-to-cut-legal-immigration-could-hurt-the-economy/

There is far less disagreement among economists about the RAISE Act’s other big proposal, which halves the number of green cards issued each year. Mark Zandi, chief economist at Moody’s analytics, called the move a “grave mistake” in an interview with The Washington Post. Zandi is hardly alone: In April, nearly 1,500 economists from across the political spectrum signed a letter to Trump and congressional leaders extolling the economic benefits of immigration. They noted immigrants’ high rate of entrepreneurship, a key issue at a time when Americans are starting fewer companies, and emphasized the importance of bringing new workers to the U.S. to fill the hole left by retiring baby boomers. Trump has made the (already dubious) promise to boost U.S. economic growth to 3 percent per year; reaching that goal will be even harder with fewer immigrants on hand to bolster the U.S. workforce.
