Batting a thousand means you have 100% accuracy in hitting the ball while at bat. No misses.

In baseball, the batting stats are usually shown with 3 decimal places. So for example, someone with a .353 batting average is typically said as "batting 353" or "has a three fifty three batting average". 353 is representative of hitting the ball 35.3% of the time

So if someone is batting 1000, that's actually represented with 1.000

.100 is 10%

1. Correct they don't typically enunciate the decimal point
2. So when they say "batting a thousand" they really mean "batting 1.000", which is

1.000=1=100%

All this to simply mean that the person hasn't failed yet at whatever it is they are attempting.
