Gender dysphoria (which is not experienced by all transgenders) is a mental illness that results in levels of depression and suicide on par with other severe mental illnesses.

Being transgender in itself is not a mental illness, but it is still a medical condition if the person needs hormone treatments or SRS.

There is no reason the military should be a go-around for medical procedures. They reject most other conditions that will knowingly require surgery, so I have no issue with this. Find a health insurance plan that will cover your sex reassignment operation; that's not the military's responsibility.
