You could call a police station right now and tell them you're high on meth in the confines of your home and they can't really do anything about it. Firstly, he doesn't have to do any movies other than Iron Man to maintain his popularity. Although you kind of helped proved my point by bringing up the Sherlock movies - takes some considerable star power to land a role like that as well as making it successful enough to warrant a sequel. But he's also done a number of smaller dramas and comedies since his comeback.
