Articuno has never been a high tier Pokemon, not even in 1st gen. In fact, it's been in the lowest tier possible since the 4th gen, in the same tier as notoriously awful shitmons like Farfetch'd, Castform and Kricketune. I like its design enough for it to be one of my favorites too, but calling it anything but irredeemable shit for competitive play is just deluding yourself.

I'm just going to group them into 3's/5's/whatever by generation and archetype.

Trios: Zapdos, Suicune, Registeel, Tornadus, Azelf (?)...Tapus-wise, maybe either Fini or Lele
Box Legends: Lugia, Kyogre, Palkia, Zekrom, Yveltal, Lunala

Randoms (basically non-event, non-standard legends): Latias, Cresslia,

Cute/600 BST legends: Diancie, Meloetta or Magearna just for thematics, however Marshadow is edging closer.

Honestly didn't feel anything for the Swords of Justice, even Tornadus was mainly a "this one looks the best" thing.

Deoxys however is an impressve event legendary. it just came around during a time when they wasn't adding like 3 events a gen. it isn't in the "cute" catergory like Jirachi/Victini is, but it doesn't have a clearly defined archetype. i mean even gen 4 had Darkrai, Shaymin AND Arceus. and gen 5 had Victini, Meloetta, Keldeo and Genesect. the lines between Cute and Tough became blurred with time when some gained alternate formes. now the only thing common with cute legends is that they have 100 base stats in everything.

Like Magearna and Marshadow both intended to be the cute legends, but they have a non-even statspread, being more focused towards combat. as do Hoopa, though it shifts form+special move, Shaymin as the cute legend started the trend that pokemon like Meloetta followed, however in her case she's more like 2 functionally different Pokemon, due to being able to shift form freely on the fly with an attack rather than be locked in one form unless frozen (Shaymin), or permanently stuck in a form when using up a moveslot. (Hoopa). Keldeo falls short of the 600BST...guess they just needed a 4th Musketeer.

EDIT: Also Rayquaza had that White/Green Ranger thing going for it, strangely.
