I can temporarily fix it by turning on GPU-Scaling, but it makes the screen majorly blackbarred

Right-click on desktop > Screen Resolution > Recommended? Currently system restoring. My monitor arbitrarily gained a new resolution of 1600x1200... so now 1600x900 is super letterboxed. Ya, the only way to make things look normal is to have major sidebars...
and the resolution I was running, 1920x1080 is gone, it's seems to only be available in interlaced mode now, which makes no sense. +Google claims this is an overscan error, that a 1920x1080 signal is being sent as 1900x1200, which is what I DON'T want --- "Salt cures Everything!" Ok, it appears fixed - i think maybe the cable for the monitor was loose so only part of the signal was getting thru
