in a very savvy political move, they fixed the issue with people who are in poverty being ineligible for premium tax credit assistance -- this would be great for all the states that didn't expand medicaid, i.e. for the GOP senators who are gonna vote for it

the actuarial value of a qualified plan is reduced to 58% instead of 70%, meaning that insurance is only required to pay for 58% of the costs of your medical care rather than 70%

but I am still reading and do not know how cost sharing reduction subsidies play into this yet

This guy knows more than I do, but what I glean from this is
- states will be able to offer more flexible (that is, worse) medicaid plans in 2020.
- Standards known as "essential health benefits," which state plans must provide, will no longer exist as of 2020.
- The ACA had requirements for the portion of premium revenue that must go towards healthcare (as opposed to profit, advertising, or administration). The new bill will do away with this.

My understanding is that it does include those. My boss and I think the marketplace stuff looks good from skimming it.

The Medicaid cuts aren't much worse than the house bill, either. But they are still terrible.

Antifar is suggesting differently, so I'll take another look
