my city manager recently instituted this policy:

That means it is harder to drop off a petition to run for city office than it is to vote for that office.

even in the city I don't think its particularly accessible

the central office in little rock closes at 4:30 and opens at 8

the other two offices have better hours, but they're located on peripheral edges of the city particularly far away from where most of the city' black residents live

You wouldn't be able to unless you managed to steal someone's SSN and utility bill mail.
