My brother and I started playing the original Ruby and Sapphire (respectively) for many months now. We've finished it already since last year.

I've gotten the TV announcement multiple times, and gotten all the items there. On the other hand, my brother has been desperately searching for it for months, without any luck whatsoever.

What's the matter? Anyone knows what thing -other than beating the Elite Four- triggers the event?

In the Generation III games, after the player has entered the Hall of Fame, the Lilycove Department Store will randomly hold a rooftop sale, but this occurs quite rarely. They advertise their rooftop sale by using the Pokémon News station. Most of the items sold in the sale cannot be received by any other method, other than from the Trader.
In Generation VI, the Lilycove Department Store will hold a Clearance Sale on the roof every Saturday.

Ugh, it's awful mechanics like this that prevented me from ascending from Pokemon nerd, to super Pokemon nerd. I just don't have the patience for Japan's obsession with lottery style luck.
