No, rich people should just get all fine converted to equivalent community service at minimum wage i.e. $1000 fine becomes 111 hours community service at $9/hr.

No, because there's no reason to scale it since the crimes are still equal. Plus if you get enough tickets, the consequences are severe enough for all people; for instance, repeated speeding tickets result in your license being lost. Granted, no matter which punishment you attempt, the wealthiest and most connected citizens can just call the mayor to have the chief of police ask his subordinates to misplace the paperwork.
