I just got rejected by two scholarships with just a high GPA, and a few essays, but I had only one extracurricular activity, even though I'd been doing it for fifteen hours a week since last January until the end of October that year. Depends on the scholarship fund and eligibility criteria.

They're very important if the scholarship you're applying to is already targeted at students with a high GPA. I applied for our state's full-ride one when I was in high school and remember feeling humiliated by the application because I knew that I didn't have nearly enough extracurriculars. All I had going for me was my GPA, but everyone who applied for that scholarship had a high GPA

Race and gender matter more than extracurriculars. So does a really great essay, especially if you cite some personal hardship and play up some diversity you have.

I think it depends on the school, how many apply, etc. At my community college I got one solely on good GPA and financial need. Well, that, and my minority status and hardship description. I was the runner up actually, but, fortunately, the winner didn't claim their prize in time, so poof extra money. I'm also transferring to a 4 year university, and I didn't get a drop of scholarship money. Fortunately, they're generous with financial aid.
