Israel joined Eurovision in 1973 and they are able to take part since they have a television company, I think it is their state run tv, which is a full member of the European Broadcasting Union. The EBU owns Eurovision.

Australia keeps getting invited. They aren't entitled to compete, though. If in the future there are times when they aren't invited, we'll know which countries are assholes.
