I think the idea is that by viewing it online you are probably funding it with money or something.

Though technically it isn't purely illegal to view because prosecutors and stuff need to view it.

Because they're creating a demand for that shit and potentially directly funding it as well if they're purchasing it.

I think getting caught just viewing it once should lead to fines, you being forced to go to therapy (paid for out of your own pocket, not the tax payers), and possibly even having your internet traffic monitored.
Second offense then you're get thrown in the slammer.

The difference is that obtaining drugs doesn't necessarily hurt anyone. I mean due to it being illegal, the drug trade does hurt people but it if it were legalized, most of the harm caused in production would go away.

But CP is literally the recording of sexual abuse of a child. Even in the "best" scenarios where it's just nude photos or videos, it's almost definitely going to be traumatic when they realize that they have been used as sexual objects without even understanding what was happening.

Nowadays most porn is just the kids making it themselves on social media and such. Not to say it isn't messed up and it won't haunt them later but there are no adults actually abusing them.

I would say keeping it in his cache would be more something guilty people do since someone who views it by accident might not be savvy enough to remove that while someone who intentionally looks up CP definitely would be.
