Not that game it didn't. Otherwise I would've gone out of my way to get my hands on it.

So either it was advertised poorly, or it came out in a year that the PSP was not yet a house hold word in the gaming community.

to have 100 different bosses and their special enemies and mechanics is way more work than making mario maker is what I am saying

partially why this doesn't exist but mario maker does, and why mario maker didn't making capcom rush out to make it

True enough I suppose. Though in fairness, most of the Mega Man bosses have pretty simple attack patterns. And they could always just pick a selection of the most popular 20 or so if they really had to.

like how rush works in one game is completely different in another

yeah I think the reason mega man mods are more popular than the idea of a course creator is because they follow the formula, continuing trend of new level design, while also focusing on new enemy/power design

Actually, that Maverick Hunter game--you know, the Metroid Prime style one they cancelled a few years ago--actually looked like it would have had pretty much perfect gameplay and aesthetic for the missing link game between ZXA and Legends.
