Perry being there is kind of a joke, but in general it probably makes sense for the Secretary of Energy to be there since the DoE is in charge of the nukes. Ernest Moniz was very involved in the Iran deal, for example.

Rick Perry is a decent human being (by politician standards), I agree. My impression of him is fairly close to my impression of W, which means in a normal admin he shouldn't be there (but is a step up from what I would expect Trump to do)
