So how do I make it so that the page number is located differently on different pages? At the start of a chapter, the page number should be located on the footer of the page, centered. Elsewhere, the page number should be located in the upper right part of the page.
Assuming you're printing it out and not submitting electronically, you could always make each chapter its own document and utilize the "different first page" option in the footer options.

I think you can do this in Word-- if I understand it correctly you have to separate each chapter into its own section using section breaks, and then add your page number header/footers with the 'Different First Page' option selected. There's some information here under the subheading 'Control the number format', assuming you're using Word 2007 or a similar version:
