Eh, sort of. I mean, they're officially intended "...for people whose first language is not English." But stuff like that postal address joke seems more like it's intended for people with some sort of learning disorder. Honestly, I could've sworn that as of like, 3-4 years ago, Simple English Wikipedia WAS intended for people with learning disorders. >_>
The point of Simple English is that the reader doesn't have to get bogged down by not knowing the language. The reader is not an idiot, which those articles seem to be missing. Simple English is a good thing that smart people can make use of (I could probably go for a Simple Spanish or Simple Chinese wiki, for instance) but those are missing the point.
