Light started off decently enough, but by the time he started slaughtering cops and vowing to exterminate all lazy people in addition to criminals, I'd say he's definitely a villain. He's not even portrayed in a sympathetic light like, say, most of the GTA Protagonists or something.
Haven't read comics lately, so I'll just stay out of it on Venom.
What about someone like Galactus? He's listed on some Greatest Villain lists and was specifically created as a Super Villain...but also as a God entity that is beyond the human concepts of Good and Evil and "a living force of nature". Not that I actually want to nominate him, it just seemed an interesting question.

Galactus isn't any more of a villain for eating planets then we are for eating plants. And him choosing not to would unleash Abraxas who is a multiverse threat cause he would then go kill Galactus' equivalents in other universes so that that universe's Abraxas is released.

From: junk_funk | #045 Venom was ranked as the 22nd Greatest Comic Book Villain of All Time in IGN's list of the top 100 comic villains. Every cartoon he's a villain. Every video game he's a villain. Every movie he's a villain. The majority of his comic appearances in total he's a villain.
If that's not enough to make him over 50% villain than I don't know what is.
In the comics current Venom(Flash Thompson) is on the %$#^ing Avengers. Venom(Eddie Brock) has been an anti-hero for almost all of his life and even when he was more of a villain he wasn't evil as much as Spider-man must die. Venom(mac gargan AKA scorpion) is definately a villain but should be nominated by his Scorpion name due to him being Scorpion for much more of his comic book appearances.
In Spectacular Spider-man however Venom is indeed a clear cut villain.

Yea so I could nominate Venom from Spectacular Spider-man or Ultimate universe as long as it says that right. Since both of those he is very much a villain.

Can I nominate a group of characters, if they're really known as a group and not individually? I want to nominate the Woodland Critters from South Park. I suppose I could pick out a couple to nominate individually, but I'd much rather just nominate them as a group.
