Venom was ranked as the 22nd Greatest Comic Book Villain of All Time in IGN's list of the top 100 comic villains. Every cartoon he's a villain. Every video game he's a villain. Every movie he's a villain. The majority of his comic appearances in total he's a villain.
If that's not enough to make him over 50% villain than I don't know what is.
In the comics current Venom(Flash Thompson) is on the %$#^ing Avengers. Venom(Eddie Brock) has been an anti-hero for almost all of his life and even when he was more of a villain he wasn't evil as much as Spider-man must die. Venom(mac gargan AKA scorpion) is definately a villain but should be nominated by his Scorpion name due to him being Scorpion for much more of his comic book appearances.
In Spectacular Spider-man however Venom is indeed a clear cut villain.
