Luna is a character who it'd have been nice to have around early on. If only because we needed more characters from other houses around. But Harry is still Harry freakin' Potter.

This is not even a question to me. I've dressed up as Luna for Halloween. She's my personal pet character in the books.
And sure, sometimes I should go for objectivity over personal leanings. If Harry Potter were an objectively incredible character on multiple levels, I might vote against Luna here, or at least abstain. But Harry tends to be more frequently "bland" than "incredible". He has his moments, but he also spends a lot of time being the "everyman". The guy who's there partially just to be a pair of eyes through which to tell a story about more outlandish and colourful characters. He has his moments where he really stands out as a distinct character, both in badass ways (flying) and in obnoxious ways (his book 5 puberty) and distinct ways (orphan obsessions). But these are the exception. If you put these all together, I'm still not sure he matches Neville Longbottom for character development. Not that this is damning by any means, but I just don't feel it's "final two" material.
Luna Lovegood, on the other hand, is solid gold.

Don't get me wrong, she's not a serious character, but she is just flat-out the best-executed character of her archetype I have seen in any piece of fiction, period. Whereas Harry's execution is...decent, some bright moments, some dull moments. Good but not fantastic as far as main characters go. I'll take a best-of-her-type character over him.

I'm really confused at both of these characters being in the final 4 though. Dumbledore and Snape both definitely deserve top 4 (probably top 2 tbh) but these two absolutely don't. Looking at the bracket it looks like the top was stacked while the bottom had mostly less popular or not as well liked characters.

I love how completely opposite these two posts are.
For what it's worth, my ideal top 4 would be (in no particular order) Snape, Luna, Dumbledore, and Hermione. And Harry being top 4 over Hermione is...pretty reasonable; not my personal choice, but it doesn't bother me to see a decently-executed main character in the top 4 of a book. (When the main character has completely awesome execution, they tend to be an unambiguous #1 for their book with a huge gap to #2. Harry's not that good, but he's certainly not bad).

And yet, Snape winning the whole tournament seems reasonably likely at this point.

I've literally voted in 2 matches now, because the only 2 Harry Potter characters I care about are Luna and Snape. Looks like my two favorites are going to the finals. Yay.
