I suppose you could call this a pity vote. I know Dumbledore is better objectively- like it's not even close, but Fred has delivered some of my favorite lines across the series and is always there to lighten the mood when things start to get dull. Fred's awesome.

Fred does at least have a claim to being funnier than Dumbledore. When push comes to shove, though, I will usually take character depth over humor. (Unless the humor character is just a personal favourite, like...I might vote Luna Lovegood here. Even though objectively she's not that far different from Fred).

Nope, wrong, it was Phineas Nigellus Black. (The king of sarcastic trolling wisecracks). After Kingsley and Dawlish raced down the stairs in pursuit of Dumbledore, he says...
"You know, Minister, I disagree with Dumbledore on many counts...but you cannot deny he's got style..."
Only time he says anything positive about Dumbledore; pretty sure half the reason he says it is just to troll Fudge.
(Although...I don't think Phineas was in the movie, so it might have been Kingsley there. Doesn't fit Kingsley's character, though. Not the type to troll the minister with wisecracks).
