30 minutes is no time at all, I spend at least that long in any game with decent customization. Oblivion, Skyrim, both Mass Effects, Saints Row, and more.

Most recently I spent well over 30 minutes Dark Souls.

When you change one thing it causes small changes in dozen other things, so if you don't like the new or look just wanted to see what would happen if you moved this slider, you can't just revert the changes.

The Sims only have...like, personality points, name, head, body, age group (and then, only child or adult), gender, and biography. Try The Sims 2 or 3.

Not sure why people even spend time customizing their looks in FO3/etc since you never really get to see yourself anyway.

Anyhoo...

NIS games. You won't be touching most of the game mechanics to make your characters a god for the main game... but to complete the post game, hoo boy. Can you say lvl 9999 with 200,000 stored levels and perfected Yoshitsuna and max Stat-boosting Innocents?

Infinite Space. Loads of ship designs, limited space to cram all your modules with odd shapes and sizes, and way more crew members than you can fit in your armada.

Heroes of Might and Magic. Loads of skills, spells, and equipment that you simply can't fit on a single hero. On the other hand... it's random what skills you'll get and what spells are available at the Mages Guild.

I love in-depth character creators. There aren't enough games where you can sink at least a half-hour into that. Also love when you can give your character backgrounds and traits that actually affect how NPCs interact with you. Little things like that really make the game more fun and add replayability.
