Shirley doesn't get nearly enough stuff to do, but when she's got good material (a.k.a. anything that isn't about religion or baking, 90% of what she's got) she kills it. Foosball ep makes her at least one tier higher than somebody, and if it's gotta be someone, let it be Britta.

I give Britta a lot of leeway because at one point in the series she was really good, and she still has her moments

I agree though that if you judge her on the last season and a half or so she should be closer to the bottom. people forget but she was a legitimately good character Season 1 and wasn't horrible for a decent amount of 2.

she was pretty sketchy for the second half of season 2

that coincided with them shoving her aside so Annie could be the love interest I think

I choose to imagine people ranking Britta so low is just meta humor, because the show always calls her the worst, but in actuality they all really like her.

S3 Chang is great if only for the Noir episode and the Chang vs. Britta subplot in the lame Model UN episode.

Early S1 Ranking:
Chang > Pierce > Jeff > Abed > Britta > Dean > Shirley > Annie > Troy

Most everyone got better, but Troy and Annie got so much better compared to pre-Halloween S1. And Chang has gotten so much worse. Pierce is pretty much the only one who's stayed exactly as good as he started out, in my opinion.
