I'm picking it up as I go, but a lot of it's just vague references to things that have happened in the last... what, 300 years? Obviously the NPCs could reasonably expect my character to know, but at times it feels like the writers expect me to already know some of this.

I know there's a novel or two set in Tamriel, do they explain what happened in the intervening centuries? Is there a new edition of the Pocket Guide to the Empire? Or am I misreading the situation completely and piecing the history together is exactly what was intended?

No, you're supposed to kind of figure it out as you go along. At least, that's what I thought.

There are a ton of in-game books to help explain things, though, if you get confused or have questions or whatever.

Not unless you want to read the novels and the in-game books, no. I'm sure more of the backstory will get filled in eventually, if it should matter
