Only if you have a Diglett as the fourth Pokemon in your party.

It will only evolve if it levels up after battling 65 Bidoof in a row. Any other opponent won't work.

If you get a new Fearow (meaning it has no EVs yet) that has high IVs, someone at the GTS might trade their Ho-Oh with low IVs or messed up EVs for it to try and get a fresh start. Those meta-game trainers are patient enough that they have no problem putting in the time to evolve a Fearow into a Ho-Oh. Let them deal with it.
