Nomination suggestions are manually added to the database. They do not get automatically added after reaching a certain number of noms. If that was the case, then Mega Man X / Zero would have been in there a long time ago.

Yeah, the database has stuff like obscure Tekken rivalries and doesn't have Mario/Sonic. It's definitely manual entry.
