My brother works at Target, and here's what he suggested

"Here's a pro-tip: Target has a policy that if you buy something and its price drops within two weeks, you can get the price matched. So if you want a 3DS, wait a few days and buy one, connect it to the internet to become eligible for the free games, then when the price drops bring your receipt back to Target to get the difference refunded on your card. It's perfectly within the rules and it will save you some money."
