SACRAMENTO, Calif. (AP) Gov. Gavin Newsom has vetoed a bill that would have stopped insurance companies from charging more than $35 for insulin.
The bill would have banned health plans and disability insurance policies from imposing any out-of-pocket expenses on insulin prescription drugs above $35 for a 30-day supply. That would have included deductibles and co-pays.
Newsom, a Democrat, said earlier this year that California would soon start making its own brand of insulin. The state has a $50 million contract with the nonprofit pharmaceutical company Civica Rx to manufacture the insulin under the brand CalRx. The state would sell a 10 milliliter vial of insulin for $30.
With CalRx, we are getting at the underlying cost, which is the true sustainable solution to high-cost pharmaceuticals, Newsom wrote in a message explaining why he vetoed the bill on Saturday. With copay caps however, the long-term costs are still passed down to consumers through higher premiums from health plans.
State Sen. Scott Wiener, a Democrat from San Francisco who crafted the bill, called Newsom's veto a major setback that will keep tens of thousands of diabetic Californians trapped in the terrible choice between buying insulin and buying food.
This is a missed opportunity that will force them to wait months or years for relief from the skyrocketing costs of medical care when they could have had it immediately, Wiener said in a news release.
Insulin is a hormone produced by the pancreas that converts sugar into energy. People who have diabetes don't produce enough insulin. People with Type 1 diabetes must take insulin every day to survive.
In January, California Attorney General Rob Bonta sued the companies that make and promote most of the nation's insulin, accusing them of colluding to illegally increase the price.
In March, the largest insulin makers announced they would voluntarily reduce the price of their products.

So it looks like his justification is that they plan on releasing their own sort of brand of insulin for cheaper...but how does that help people in the meantime waiting for that to be viable enough for the whole state?

Much like Americas gun problem, the way to fix the healthcare problem is actually less regulation (just like how less regulation on guns solves gun crime), despite the evidence to the contrary. Good on Newsom for preventing regulation

He's right. Keeping the costs more visible and having the state produce affordable insulin is much better. Also, by doing this, people will be more likely to purchase state insulin than that from other companies due to the cost difference not being hidden.

$30 vs $35 isn't much of a difference. While $30 vs $275 is massive. By not capping the price, he's making their insulin the go to version. This allows them to put more pressure on the companies way over charging.

It will most likely take years for their insulin to get into manufacture and distribution, let alone enough to supply the entire state.

On top of that, the insurance companies would have been bargaining hard with the pharmaceutical companies in the mean time so they wouldnt be eating the costs.

Additionally, when CAs insulin did become available all insurers would have switched to it immediately applying the exact same pressure waiting for CA to get its shit together will do now.

30 or 35 to end users wouldnt have mattered, everyone would still be using the cheapest one, as the insurance companies that actually have to pay would not buy the more expensive version they had to pay out of pocket for.

I was at first thinking, oh this makes sense why he would veto it. Then I thought more and realized this asshole is doing it so his own insulin company he invested in wont have competition. It would be different if the $30 insulin was readily available, but its not.

Yeah I have zero problems with this.

And if a major pharmaceutical company cant produce a similar insulin product at a competitive price thats really just a problem with the pharmaceutical company. California isnt doing this because they want money; its happening because pharma is ripping people off.
