Ya Ive never really understood why its not just bundled under process development but I assume its more on the OpEx side.

Ive never seen a manager but Ive def seen CI engineers which again dont seem any different from a PD engineer

It really depends. It's heavily researched based but it's mainly to check the health of the business. All of it is indirect labour.

We have like 6-10 of those manager titles at my employee. In my 6 years here, I have really yet to see them do anything.

Doesn't seem too complicated. Break it down:
Senior = Longest time with the company or negotiated a higher pay than their coworkers
Continuous Improvement = Engineer role focused on improving efficiency
Manager = More responsibility than others or a BS role used to extract more labor out of an employee

Really the only issue is the middle section if you're not familiar with engineering or kaizen, lean, six sigma, etc.

Continuous improvement is about finding ways to make things run better. For example, redoing the layout so that employees have to walk shorter distances to get stuff, or finding ways to automate things. Clearing up work instructions, organizing the warehouse. If you're good at your job, you can make things run a lot smoother.

Like he's the guy who tries to find ways to improve the process. In large companies, if this guy can improve production and reduce waste by a fraction of a percentage, he easily paid back his yearly salary. Let's say the company has 1 million to invest, he's the guy who knows best where to spend it since he spends so much time looking at the production numbers. He probably has a few employees who do actual technical work that help him run projects and collect data.

That's the guy who annoys everyone with "your keystrokes are down 1.3% and your restroom breaks are up 2.7% from last week" - everyone in the office hates your guts already.
