I think its pretty clear in retrospect. Everytime, every level that Republicans hold power, theyre not working to help people no matter what they say. He was projecting his own motivations to the entire government.

I can't stand Regean, but at least I can understand what he's saying without applying my own damaged sense of reality to his words.
What he was implying, was that any help from the government usually comes with some very serious strings attached, and you're likely to end up worse off than you started.

They believe the government only exists to assist the scammers and corporations in exploiting you. Rather than protecting your liberty and freeing folks as lincoln did they desire to have the government stand by as your rights and freedom are denied you.

Because Republicans had and have a rather clever ideological racket going on:

1) Campaign on claims that the government is inept and its functions should be minimized or privatized, putting it into the hands of "honest, hardworking Americans."
2) After getting elected, use legislative powers to hamstring government functions and/or slash government budgets in order to render specific departments completely incapable of doing their jobs effectively.
3) Cite inefficacy of affected departments as proof of government ineptitude, continue using it to score electoral points while quietly allowing key donors to ransack the public's wealth.

And somewhere in there, the corporations that coincidentally made sizable campaign donations and/or are close personal friends of high-ranking government officials just happen to make sizable profits by doing the barest minimum they can get away with to fill the gaps left by the hobbled departments.

The private sector doesn't have accountability or competition to preform correctly; all they need to do is make your want or need their products. This is sometimes the same thing. It isn't always.

Ideally the goverment would exist to impartially help it's citizens unlike the private sector that has profits in mind. Except we have so much lobbying too many politicans have priorities other than that..
