This sounds to me like something that isn't even remotely weird at all, and in fact makes perfect sense given the two completely different genres at play

I thought this too, that it was set in the 90's when SF2 came out but it's an alternate 90's that includes some modern technology like cell phones.

Dunno if it's official or just fan theory but SF does have a timeline it's just most of it has been shoved in the late 80's/early 90's. I think SF3 is still the latest game date wise.

But the timeline order is 1 > Alpha > 2 > 4 > 5 > 3 > 6

The game chronologically just before SF6 took place in 1998, so she's probably only in her late thirties at most.
