Atlus is just...Atlus. While I may be lamenting the slow start to this generation, that's all it is - a slow start. Even ignoring those, I checked the timeline and it looks like 13 did enter development even as 12 was finishing up, though maybe that should be "development" with quotation marks given how long it took to come out.
