I can't tell if it's a higher frame rate than normal (I think it might be) but I can tell you it's absolutely going to be smoother and feel less dynamic and sharp than animation. Everything that's come out about this show in interviews and such lead me to believe there's no one involved that really understands Bebop to the level that would be needed to translate it to a worthwhile live-action series, but I think they're at least trying.
