I'm trying to find more songs of any genre that have this kind of airy synth imitating a female vocalist. I don't know if there's a name for it, I don't know anything about music, but I have an example of what I mean.

Try looking into the theremin, the Wikipedia page has a bunch of examples. The sound itself exists independently of the instrument, but I don't know if it has an established name (whistle synth? spooky/eerie lead?). It usually just gets directly associated with the theremin. Always makes me think of alien visitors from 70s and 80s movies.

Are you sure you got the right timestamp? Or do you mean the ghostly sound in the background?
