I have 15.9/16 GB used, and I need to free up space. Looking in settings, it says almost half of that space is used on iCloud Drive. Clicking on iCloud Drive, it says "your most recently accessed files are downloaded to this device for quick access. The original files remain safely stored in iCloud."

I have no idea what files are downloaded from iCloud. How can I find and delete them on my phone?

Login and delete stuff you don't want stored.

Unfortunately Apple is dumb about this and is always automatically uploading pics saved on your devices.

pretty much everything is on your icloud.

contacts, emails, photos, music, apps, etc.

You can just get more space. It's dirt cheap.
