If I make a video game character or draw a character for a comic book and give them large breasts (like F cup and above), would/should that be perceived as sexual? There are many women out there with such a body type so it is representing reality.

Also if its a fat girl with big boobs its less sexual and more just properly proportioned for their size, if its a skinny girl with big boobs you probably would think the artist is trying to make them sexy

On the one hand, you're correct that women like that exist and there are ways to have large breasts and not draw attention to them.

What makes your character sexual or not is the outfit you put the boobs in.
If they are flaunting them, it is sexual.

If they wearing like a big sweater then no.

This girl I know was drawn as a comic book character in an actual published comic, and I noticed that her breasts were made a lot smaller.

It depends on how the character's depicted. If she's always wearing revealing clothing and there's a lot of emphasis on her chest size then yeah it's going to be sexual. Even if you intend for it to not be sexual and she wears mom clothes and stuff all the time people will still turn it sexual themselves, though.

Yeah there's quite a bit of people who have breasts "disproportionate" to their body size. The reaction likely won't be positive if you make a character like that though.

If a character was given massive breasts, I am sure that people would say that the creator is trying to appeal to male fantasy. With small breasts, they wouldn't make that comment because it wouldn't be a feature that is standing out. Think of an Ellen Page body compared to Christina Hendricks.

The sexiness of x is defined by the perception of x. Not a hard concept to grasp.

Big tiddies are sexual because people see them as sexual. That's not the intent of the tiddies, the tiddies are just being tiddies. They just exist. They don't know that they're tiddies. They didn't ask to be, or not to be.

Drawings, or directed photography, or other types of media with big tiddies are intended to be sexual 99.9% of the time. Those are the act of someone acknowledging that people find big tiddies sexy, and going "hey, I find big tiddies sexy too, check this out holmes"
