Because Chloe is more popular and probably stronger.

Chloe was also the main character of the prequel which Max wasnt in except the DLC.

I thought Max would sneak in but knew Chloe would be seeded higher.

I'm almost surprised, seeing as I consider Chloe to be far and away the worst character in that game - even worse than Victoria or the serial killing photography teacher.

Then again, I guess I wasn't in the target demographic of late teens/early twenties hipsters who just hate authority.

Seriously, that final decision to let her die was the easiest in the whole game.

Chloe got the day 1 rally, which vaulted her onto the suggested nomination form, which made all the difference. I'm sure Max could have earned an 8 or 9 seed if their roles had been reversed.

I'm fine with this result though, I'd imagine they're very close in strength so only having one of them in the bracket is good enough for me.

DK breaking 60 on you with Falco in the poll is a pretty good indicator of low contest strength

I'm going to say she'll get roughly 42% based on the following things:

-The Lightning anti-vote
-Life is Strange 2 hype even though it's unlikely Chloe is going to show up in it
-The Life is Strange fanbase in general increasing in size every year (I just played it for the first time this summer and immediately fell in love with it)
-Small rally potential (the game benefited from the Undertale rally in 2015)
-The fact that she was able to get in as an 8-seed and as the lone rep for the franchise when Max and Kate also had strong support and missed the bracket entirely means that she was the one that fans of the series elsewhere put their support behind.

its true, i am one of the people on this board who would be likely to vote chloe (or max) over almost anyone in the contest, but i'm also a huge lightning fan and will therefore not vote chloe here.
