They often have time locks on larger boxes/vaults, and/or simply don't have copies of personal box keys too. They intentionally make it so you can't get much even if you try to rob them. The plan is to keep the drawers cash light, but when you're robbed, you give the bait money (holding a GPS) as well as the regular cash to them.
